It doesnt… Indeed a simple microeconomic analysis of incentives in any community dedicated to build a limited repository (as wikipedia or even participative journalism) shows that an “participative oligarchy” will neccesary appear.
Swarm intelligence appears only or when network effect doesnt exists or when the repository to build, the objective, theoretically infinite.
